Where in settings can I disable led and vibrate for the folder

I not sure what Notification you want to turn off or disable since you mention "folder." Do you mean the Hub where all emails and other notices show up?

You can turn on/off various notifications (sounds, vibrate, or led) in the Settings Menu (swipe down from the home screen), then go to Notifications and view the options and scroll down to the bottom and open the Apps options for all of your apps including phone, calendar, etc.

The notification folder in the hub is where I cannot find how to disable led.

There's also a place in the main Settings. From the home screen (not the HUB), Swipe Down and select Notifications.

Then swipe down to the bottom of that screen and select Applications. Then Select which apps you want to alter and check out the various things that can be changed.
