- You're still missing a number of features only available on 10.3.1. Bugs have mostly been squashed by 2708 - certainly better than the rushed 10.3.0.
For flash, just download the modified native BlackBerry browser with the flash plugin that everyone is using now:

Having said that I updated a q5, a z10, and a z30 to 10.3.1 and had no issues.

Having said that, it's more dependent on IMEI and PIN of the device, which is how BB recognizes whether your devices should get a certain update
I think what you ended up getting wasn't actually a phone sold directly from BB, but a unlocked phone, which would explain why you don't get updates

A lot of the information you're giving is rather contradicting, so it's really hard to say what the problem is

While ShopBB sold the SQN100-5 Q10s (and -1, apparently,) a -3 would have worked just fine on Rogers Wireless. In fact, Rogers' primary Q10 was the -3, which is the ROW model. I understand this example doesn't quite work against your point of only using region-specific devices, but it just goes to show that compatibility is what ultimately matters. The STA100-5 on AT&T is another example of 'off-native carrier' use that's acceptable to people, and even BB.
What I'm personally still a little wary of is using CDMA-UMTS-LTE phones 'off-native' carrier. It's probably irrational now, but the uneasiness comes from the times when pre-LTE Verizon and/or Sprint phones would not work overseas despite having the necessary UMTS bands. You may wish to check out the 2708 leak thread to obtain the very latest for your device. Autoloaders are available there. This is an official OS, but it is not currently being deployed by any carrier for your specific model. No worries though. It will work fine.

This morning I turned on my good old Z10 (STL100-2 BlackBerry Z10 - Wikipedia, the free encyclopedia ), which has been left in a drawer SIM-less since I purchased Passport last year, and looked for software update. My Z10 immediately found an update (Software Release 10.3.1.1565 - OS 10.3.1.2243 and radio 10.3.1.2244) via Wi-Fi connection to the production server of BlackBerry Limited.
Perhaps you had better turn on your Z10 without any SIM card inserted. (Please ensure that your Z10 can reach via Wi-Fi connection the production server of BlackBerry Limited . . . which we can easily confirm by trying to download a .bar file such as http://cdn.fs.sl.blackberry.com/fs/q...-v7+signed.bar .)

Totally unlocked
No update yet, no response from BlackBerry or Michael Clewley or whatever! It's totally bad customers service.
No trick or whatever could work.
Using OTA is my best option, as I spent most of the day in the works I can't find a time to use my laptop, but OTA can be done even at works without touch my phone

Honesty I must say that wait for official release for those who are still waiting. 10.3.1 have lot of laggy bugs for daily use, after installing leaked or sideload10.3.1 at least 2-3 days it'll stable later on it'll look like a junk useless device in your hand.
BlackBerry is really authentic device when we are officially BlackBerry. If u mess with it creates problem for you.
Personally I have used all the leaks till 10.3.1.2708 but know came back to 10.2.1.3062. At last left to you.

I'd try again if I were you, using an autoloader without a restore. You appear to have some corruption in your settings that will never go away if you do a non-destructive update.
