I have been with EE in the UK since February. During this time I have never been able to make a call home while travelling to other countries. After weeks of unsuccessful attempts trying to get EE to sort this out and lots of people not knowing what they are talking about, I finally found out what the issue is. The SIM card is blocking me. EE have consistently said it was the phone, a Z10. "You need to change it in the phone settings, but nobody knows the password".
Total drivel. The password is 0000. Luckily I had an unrestricted Q10 that my wife uses. She is with 3. Checked her settings and it was set to OFF. I could change it to ON using the password previously mentioned. I reset it to OFF. Then put in my EE SIM and wouldn't you know, it magically had it back to ON. Even when I used 0000 it still would not switch to OFF. I have sent this info and with pictures to EE. I'm waiting, but not holding my breath.

Interesting. So you're saying that EE basically blocks internationally roaming calls, at least the outbound ones?

Just for kicks, have you tried another phone too? I think you've established that it is the SIM, but it would be interesting to know if the SIM is able to trigger this behavior in other devices also.

I have tried my Z10 and my wife's Q10.

And yes, my SIM cannot make outgoing international calls when in other countries. I can receive them but not make one.
