Had the same problem but I wonder why is this error message poping-up over a wifi network, there is a knowledge base article on BlackBerry forums regarding this, which states:
"This symptom is caused by the filtering of some data via the mobile network between the smartphone and BlackBerry World services. This can occur only when using the BlackBerry World app over a mobile network connection."
While, connecting the BlackBerry 10 smartphone to a Wi-Fi connection and then opening the BlackBerry World App works fine. So, I would suggest to connect to another wifi network and launch BlackBerry World.

That BlackBerry World is OS 10.3.1 need to fixed the bugs, there is a link in CB forum. Load the file link to PC. Connect device to PC and than click file, will automatically installed.
