Switch to the numeric/symbol keyboard. (by tapping the "?123" key on the lower left. Then tap the "&%" key, second row from the bottom on the lower left. The "&" key is to the left of the delete key on the second row from the bottom.

Swipe down, that will put you into the number and symbols keyboard.
Then on the second row up, far left press the &% key, that will toggle you into the secondary symbols keyboard.
