So far I know, there's no specific setting for that.
On official OS versions, I read that if you turn the keyboard feedback volume off, it also prevents dialing tone.
But I've been trying on 10.2.1.1055 with no luck.

I had turned off keyboard feedback volume, the dialling tone is intact . may has to add function to mute dialling by upgrade OS. mine on 10.2.(424 ). thank you for your information.

Dialing tones were also an issue on older bb os's. Folks wanted to be able to dial discreetly/silently even raising the issue of wanting to silently dial 911 in a dangerous situation. So the issue is not tied to just the new phones.

I believe this only works on the silent profile... you'll have no dial tones... Turning down the volume of the keyboard feedback does exactly what it says, it applies only to the keyboard and not the dialpad... I agree this option should exist...
