    BlackBerry hand out dev phones to develop apps for the new Os as well as beta test for bugs and etc. In return the developer creates quality apps for the new Os ready for launch.. blackberry understands they have no market in their devices if there's no good apps available for it. If the developer meets blackberry requirements for app development they send their dev phone back to blackberry and receive a free limited edition oem blackberry 10 device.
