What I mean is that when I hold down both volume keys, all I get is the shutter sound and nothing happens. Am I doing this wrong? I've held it down for at least a minute and it did nothing.

Have to hold the power button also. All three for 20 seconds.

Pressing volume up and down just takes a screen shot.

No need to hold the power button, just continue to hold the volume keys after the shutter sounds about 20 seconds.

To reset a BlackBerry Z10 smartphone

If you find things running slower than usual or not responding, consider resetting your smartphone.

Press and hold the Power/Lock key for ten seconds

So I opened the clock app switched to the stop watch and started the time when I pressed to volume keys heard the screen shot and at 9 seconds the phone rebooted.

If you hold the volume up/down from your lock screen you won't take a screen shot. Takes mine about 20 seconds
