I noticed an Emergency section in the Hub on the BB10 previews from BlackBerry before the launch, and many Canadians seem to have this section also, however I don't. Do the UK models not have an Emergency Alerts section?

I noticed an Emergency section in the Hub on the BB10 previews from BlackBerry before the launch, and many Canadians seem to have this section also, however I don't. Do the UK models not have an Emergency Alerts section?
This is something provided by carriers, to my knowledge non in the UK operate this service as yet.
Is it some sort of emergency broadcast system for natural disasters and stuff like that?
