Just got a z10 under warranty exchange and notice this (see picture). Does this mean the phone is unlocked?

No, it's still locked. Hence you got the tab saying "unlock network"

When it's unlocked you will see:
network unlocked
network subset unlocked
service provider unlocked

Hi,

Unfortunately not, if you want to unlock your phone you'll need to enter the MEP code by clicking "Unlock Network".

On my PC now, but an unlocked phone would have Network, Network Subset and Service Provider (Unlocked).

Unlocked looks like this; note the button is missing in the bottom pane.
