I can only confirm: each version from.746 up has the option to set up the LED color, and it does not depend on the carrier.
It can be accessed and set up in two ways: from the profile management (application wise), and from the address book (contact wise).
I'll argue a minor point on this...on VZW's 7.1.0.755 OS, the option to set LED color was not available for me. Since I have VZW I didn't remove the vendor.xml, which may be the reason since others were saying the 9900 series phones had the ability since 7.1.0.6xx. The most recent 9930 OS (7.1.0.861) does have the ability for me, with the vendor.xml file removed.

It also must stay an active tile; i.e. no running in the background - as yet, and it only works for email and SMS. The free version allows two contacts

Are "background apps" even possible on BB10?

How do we know? The PlayBook never seemed to have the ability. I'm guessing it's part of how PBOS/BB10 isolates apps to keep them from crashing the whole device.

Too bad the LED in the Z10 is as crappy as the one in the 9900. It doesn't produce colours properly. I miss the awesome LED in my 9700.

Soon i am sure an App will allow this to occur or maybe BB will allow this on a OS update.

The ability to display coloured LEDs is built into the SDK, and I have tested that it does work in sample apps. That said, until they either build this feature into the core notifications of the OS or allow background processes (which might be coming soon under the premise of "headless apps"), there's not going to be a lot of options for this.

It will come in an Os update. They had to get the big stuff done for release before worrying about trivial matters like the color of your led.
