I've been having the same problem (as many others have) - I can't complete the instructions in that post because I get the error message simply trying to save the Paypal information to the payment method. Once I enter my account and password, tap "Save", it says "Logging into Paypal", then the error...

Same here. I deleted the Paypal account then added it again. Got the same error (PS1036lq). US Passport on 10.3.2.2339
I was able to add a credit card as payment, but not really what I want to use. At the time this problem first happened I had already been successfully using Paypal, but it stopped working, instead giving me the error. Attempts to fix it result in the same.

I have mine set up that the charges go to my provider. It just shows up on monthly bill (Bell Mobility, Canada)
This has been going on a long time:

Some had success by changing paypal PW. Didn't work for me. I just changed my payment method to credit card.
Wow, this problem is still not fixed!!
The error message I get when trying to add a PayPal account is: PayPal service error. (AW30972vq)
I rang paypal over a week ago and they told me they knew about the problem, but had no idea when it might be fixed!!
And the continual hit 'save' button doesn't work either!
Geez ......
(PS: I'm using a Classic and I'm in Aus)
Yep, I just changed from PayPal to a credit card. Now I am able to buy apps again.

@bbryq10 - but were you also able to add PayPal?
Isn't it extraordinary that this problem has gone on for so darn long!!
I was unable to use PayPal again. My guess is that this is not an issue that BlackBerry has complete control over. I'm thinking that PayPal no longer cares to support BlackBerry World. But who knows.
