I am looking for camera which can take the passport photo ( the background must white ).
any camera app recommend ?

Hmmm You don't need an app for that. You take your picture against a white backdrop or wall.

I am not sure if there are any special requirements - paper possibly flameproof or size or paper weight (thickness) stuff like that so that it meets standards??????????

In the US, if you apply for a passport in a US Post Office (where most apply), they will just pull down a white backdrop and take your picture.
If you supply your own picture, it just has to be of high quality and printed on photo paper. 2" X 2". Nothing more.
This is easily achieved with the camera on the Z10. Set your pic to high definition.........

I think our phone is always on Hi Res, it doesn't really get the concept of lowering res when u bought phone with 8MP lol

Taking the passport photo yourself allows you the luxury of refining your lighting. I tried taking one at a store and the photo looked horrible - top lit and everything green tinted due to lack of white balance with fluorescent lights. Ugh!

Maybe I should be a bit more clear... In other words...
Don't try to share the pic or anything like with BBM or so, or you will have to request a higher resolution....
