I just fixed this problem on my Blackberry Z10.--- YIPEE!! I have Verizon, but I do not think this is a carrier issue because of the solution. Under mobile network, I changed my Network Technology setting from Global to LTE/CDMA, which corresponds to the 4G LTE network provided by Verizon. When I had my 3G Blackberry at US Cellular, I recall this setting needed to be set to UMTS/GSM. Anyway, I just thought I would share.
