What version are you on and what version are you trying to load?

Note you can't load 10.2 if you already have 10.3, I believe if you have 10.3.3 you can't go back to 10.3.2 or lower.

my BlackBerry stl100-2 remains stuck on the BlackBerry on power up. I downloaded autoloader 10.3.0 for reprogramming. when I try to do it I am told "this os version is blocked from device"

You probably have the wrong autoloader, take a look at the link below and choose the correct one for your phone.
