Remove battery sim sd card. Then after one hour charge your phone without battery then put battery. Let it charge full.

ya may need a new battery then cause theres no way a battery should be doing that and what good is charging a phone with out the battery in it? wont you fry it?
Plugging the charger in to the phone without the battery in won't fry it, the voltage it supplies doesn't suddenly increase just because the battery isn't in, it's still the same voltage that the phone is designed to take.

Okay, if one battery works normally and the other dies at 70% it is probably a bad battery physically and might not be fixable.
Charge the battery fully using the official charger. Now run a game or something else that uses the battery quickly. When the device shuts down, recharge it fully. If that does not work, the battery is probably bad. If the device is still under warranty, maybe you can get a new battery from your carrier.
Good luck.
