    So I delete apps, but if I turn my phone off at any point, when I turn it back on the apps I've deleted are all back. Any suggestions?

    Go to BlackBerry world

    Pull down from the top
    - Settings
    -general
    -refresh BlackBerry world

    Repeat the steps if needed after Uninstall

    After you delete the apps off the page, you have to:
    open BlackBerry World
    press All (bottom left)
    My World
    my Apps and Games
    click on Available (top tight)
    find the app you deleted and long hold the app; on the slide out options, there is a cloud with an X: click this to delete app completely.

    All of that and then reboot, if they show again, delete again and reboot................
