    I am working in middle east.. I am still on 10.2... when ever I check it says upto date..
    Is 10.3 officially released yet?

    10.3.2 has been officially released in most countries. If it hasn't hit your device, your carrier is being lazy, in which case you should look into updating your device to 10.3.2 manually using an autoloader or tools such as DBBT or Schesi.
