In plain English, it means: As soon as they can find testers to test it.............

But, the "Leak" is Exactly the same as the "Official" except one starts with an "L" and the other starts with an Oh, we'll get out eventually!

Based on history of past device OS releases, AT&T has always been one of the most conservative so I am not surprised if they will always be one of the slowest this time around. I still remember how long it took AT&T to release OS 7.1

Better than what they said so far. They never even promised that 10.2 (or 10.1 MR) was in testing. The only answer I ever got from them was "no news to share".

I don't mind waiting until February 10th for the update. At least we have a tentative date for it rather than the "coming this winter" we received for the 10.2 update that never came SMH

No it's 2014 and that date comes from the N4BB.com website. So I don't know how reliable it is. But according to BlackBerry every carrier will release it by the end of February.
