I have an inactive Verizon 8830WE phone that I want to use in Europe in a few weeks. The problem is I'm not sure if it's already been unlocked or not because under SIM card it reads UNKNOWN under Network, Service Provider, etc. I was wondering if anyone knew whether or not it can be unlocked even though it's inactive and if it will work.

I'm going to bump your thread and move it to the Unlocking Forum where you are more likely to get an answer.

Put a SIM card in the phone and then go to Options/Advanced Options/SIM card and then type the letter "mepd" and if Network says Disabled or Inactive, that means the phone is unlocked.

If it says Active or Enabled, your Blackberry is locked.
