It's the entire program, all free. Just download it, and install it, and start making your own themes.

Default Precision and Dimension icons come with it. As for other icons you may want, you'll have to find them on the web or create them yourself. There are numerous places that will be more than happy to sell some to you. But, there are free ones too. You just have to be diligent in your search.
