I don't know about the app error 200 message but maybe try to delete the app you think might be the problem thru app loader. If that doesn't work, and if you know what you're doing, use JL_Cmder. There are a few other programs to do this but I haven't tried them out. I hear that BBSAK is pretty good too.
did you confirm the wipe (get the 507 error)? If so something else may be corrupted. Also are you restoring your phone after the load? this may reinstall a corrupt file from the previous backup.
You can always find a fresh copy of an OS and try that then add everything back one at a time to see if you have a bad app
Along similar lines, the screen on my Tour is broken to the point that you can't see anything. I have a replacement phone on the way from VZW but without being able to see on the screen, how can you wipe the phone. Any help would be greatly appreciated!

There are programs to use on your pc to do this, which is what we are talking about. Two of the better ones are JL_Cmder and BBSAK.
