So I just got this phone three days ago, so there's no water damage or other problems.

My trackball refuses to move up, and i don't know if i can take it off because the casing around it is so small.

I tried cleaning it wil a Qtip but it didnt work, someone please help me

You should probably just exchange it. You can manually swap the trackball, but unlike older Blackberries, the Tour requires you to completely disassemble it in order to reach the trackball.
