My Tour's battery totally died yesterday and I have attempted to charge it and there is a steady red light when it is plugged in but, it will not turn on at all. Do I need to reinstall the os or is there something else that I can do?
How long did you let it charge? Sometimes you may have to let a completely depleted battery charge for quite a while before it will come back to life. Also you will get better results from the wall charger. The usb charger does not play well with dead batteries.

remoev the battery, put the device on a wall charger, when the led light turns on insert the battery. you should then see the battery with a bolt through it. let it charge for a bit and it should turn on. lesson do not let battery go all the way down, you can damage the phone or the battery.
