Actually people are paying a lot for the Niagara, a few have sold already. And, those of us that were here already last year remember how many Storms were on ebay and what they sold for. Oofah!
Unless you've got sick money to wipe with, you'd be dumb to pay $1,500. Just to try and impress people who won't really be impressed that you blew 3X more than you needed to.

This is only half true. If you're supposed to have the device, it will be fine. Not all pre-release devices are cut. But yes this one would be. I just wanted to make clear that not all pre-release devices are black-listed. And some make it through any way.

It's probably a Verizon test unit, so the CDMA radios are locked to Verizon, BUT the GSM part will work for any GSM network, you just need a SIM. It's probably EDGE only thou like the Storm.
