    I could silent the shutter on my LG crappy flip phone. So I don't think there's a privacy law issue.

    I read that somewhere a few months ago as well on some tech site. Maybe it was false. Saying that soon there will indeed be that mandate. Either way, it won't matter because some app or hack will be able to disable it hehe.

    Maybe the question should really be... OP why would you want to silence the shutter sound? Candid shots mm?

    There is no mandate about shutter sounds here in the US. It is nuts that RIM has not been able to implement the feature, despite user demand for such.
