So I might go and exchange my Tour for a new one because of a sound quality issue. I am wondering if I can use a current backup file from my current tour to put my address book onto my new Tour.

Use DM to backup your Tour before taking it in. Or they can transfer your address book at the Sprint store.

do a complete backup of your Tour before you exchange it, then go into DM and use Switch Device and it will put everything from your old phone onto the new one. Very easy.

Yep, as stated above, one of the great aspects of desktop manager is the full backup, its a seemless transfer
