There is no official release of an Arabic support OS for the BB9630 "Tour" since it was only released to North America.

There's a cracked OS for the BB Tour that you can get AKA "Leaked Version 5.XXX BlackBerry Tour OS", but your phone might not work all the same... you might get errors sending SMS text msgs, phone reciprion might get screwed a bit here and there.
