I don't have a voice recorder icon but when I sue the universal search it pops up. When I use it, it appears to record and does produce a file. However, an error message pops up stating "unable to play content."

You might try going to Media > voice notes Recorder. After recording, there is a separate file called Voice Notes in the Media folder. It may be worth a try to get to the app in a different way and see.:o
