i personally think its weaker, but thats just me
Although I haven't had either phone, I suspect the Curve would have a stronger vibration because it is a lot lighter.
With that said, it cannot possibly be as bad as the piezo vibration on the Storm2. Heh.

I have made the switch and it sure seems like the Torch is weaker. Does anyone know if there is a way to increase the vibration?
I don't think there's a way to adjust the vibration strength; definitely not through the software. The only way is to make adjustments to the vibration motor inside the phone itself. However, not only will it be tremendously difficult to make such modifications, but it probably won't make a big difference anyways.

get Moss on the case
I have a thick vest I wear for work and I can feel the Torch vibrating in my front shirt pocket when I get a text/call. No complaints here.
The weight comment is the reason.
Heavier phone = less rattling. The 9800 is even heavier than the 9650, which was a weaker vibrate due to that reason.
yea the Torch is way weaker than the 9700.
