What is the best GPS navigation application for Europe?
Good question. I have found sat nav to be disappointing in Europe with no-where near as many options as in the US. You don't say which device you are using so I can't give you a full answer. If you have OS 5 on your device I would recommend version 5 of Telmap (you may be able to sign up to their test group and get this app for free or you can pay for branded versions e.g. Vodafone's Find and Go in the UK).
If you have OS6 installed you could try one of three (I have tried all of these recently). AmAze is the cheapest but with all due respect to the developers it shows. The UI is not the most intuitive and it can be a bit cumbersome to enter information. Having said that I found the maps to be accurate. This is not available via App World but from their website: amAze - Free maps and affordable GPS Navigation for your mobile phone!.
You could also try UbiNav or Wisepilot. Both are available for free trial in App World. They are more expensive but more polished apps. I was impressed with both but think I prefer Wisepilot for usability.
I've got BB Torch...can I use those maps offline so I don't have to connect to the provider?

As far as I know there are no map apps that you can use offline - all require a data connection.

Telmap : Telmap should be a paid app but since it's in beta you can register for free.
Waze
Wisepilot seems like the best choice, lot of options, clear, beautiful, and fast.
Don't know for the others but the good thing with Wisepilot is that you can sort of "rent" the app for a day, week ... and pay just a small fee.
