do a security wipe after taking a backup. this was happening in an older load and fixed. something is corrupt on your device.
sync, take a backup via the DM, do a security wipe (not including all 3rd party apps), after the reset send service books and sync. next configure BBM. reinstall your apps a few at a time with lots of testing between sets to ensure there is not a conflict.

What 3rd party apps are you running?
why would a security wipe fix this? also i have migrated from 246 -> 337 so during that update the os should have been fixed
maybe not as settings etc get transferred during the "restore" phase of the upgrade UNLESS you used the advanced loader options and rebuilt the device from scratch.
