Don't know of a free app that could do that but I use MeterBerry. Very useful app. Gives you ur average discharge rate and much more.

MeterBerry is well worth the money, it isn't that expensive anyway.
IT gives you your hourly discharge rate for you to detect if there is something abnormal like an app sucking your battery or a new OS maybe that is not very good with the battery.
Furthermore, it allows you to have that battery icon with the exact percentage on your desktop.
It also includes a memory cleaner to free up your unused memory, a battery pull function without physically removing the battery to reset your device, and man many more features.
