When I use the video camera no matter what I do it zooms in and the bottom of the video gets cut off. Is this a known issue with .448? Does this issue exist in .450?

Try reloading the OS or just upgrade to 450. Cuz its not happening on 448 for me and I haven't heard anyone mention it happening on 450.

Come to think of it, I too have this issue having recently updated to this os!

And just in general the performance of my phone is soo much lower than the os that came loaded on it
