I might be buying an unlocked Torch. If the phone is reset, will it revert back to a locked AT&T model? I am on AT&T, so this is what I prefer. Is there anything else I need to be concerned with? I will probably update it with the latest OS.

No. Once a device is unlocked, it's unlocked for good. OS updates can be installed regardless of a network lock being present as well.

Load the new OS and you should be good to go. Worst case scenerio, you have to resend the service books. Not too likely, but always a possiblity.

Gbsn and dawgman are correct. Carrier settings will remain on the phone, but you may need to resend the service books to your phone.
