Is there any way to accomplish this? I have key tones on, but in silent mode and when the phone is locked they're still going crazy with sounds in my pocket.

I am confused. If you are using a password lock or the lock button on top of the phone, the keypad should not be usable when either are invoked.

its not useable, but the keys still make noise when pressed.
