would hope so... even better if turning it off would release/free the memory and other resources, and enable the phone to work better
For example, the rumored 9780 (upgrade to Bold 9700 - has upgraded camera, memory, speed, OS, etc) but retains the screen/form factor reportedly uses less memory with OS6 - which suggests better app performance/capacity, etc.
So lighter-weight (lower memory use, etc), faster version of OS6 should already be available.
I wonder if one could turn off the touch screen capability? And could that make the phone snappier?

This is an excellent question!
With the trackpad, you should be able to perform all the functions of the phone.
It would be great if turning off the touch functionality would free up resources!
