I just got a 9700 on contract with AT&T in January.
If I wanted a Torch, I thought I could just pay the $175 ETF, end my contract, and get a Torch at the $200 price on a new contract.
An AT&T store told me that if I did that, they hold my number so that I can't get it on the new phone.
    Is this correct?

AT&T won't let you do that, just ask for an exception upgrade for whatever they are charging people for it these days. And if you did it that way you'd still be shelling out $375 already

I wouldn't cancel your account, you'd lose unlimited data if you have it. It maybe a little more but buying it off contract for 499.99, you'd get to keep unlimited data and your number.

Try asking for a secured upgrade which mean paying the premium of $100 above the 2yr contract price and extending your present contract 2 more years. Not exactly sure of the premium amount because it could be as little as $75. Anyway that you cut it, that would be better than the no-commitment pricing.
