I have an unlocked at&t 9800 that I would I would like to install the OS in Italian. I tried by selecting italian when i was installing the os in windows and the actual language was italian for the windows installation. When I install on the 9800 the os was still in english.

Is is possible to do this?

Did you look under Options-Language?
