Generally you only need to do this is you are loading an OS release from a carrier other than what the device has been branded to. IE: loading the Alltel OS release on a Verizon device. The vendor file is what controls it. In DM 4.7, it's a little trickier because of the update check through the internet will load a second vendor.xml file which also needs to be removed.
