I'm in the OS loader folder and can't find the file. Is it supposed to be there?

Second, how do you install a .jad file?
1) It's in Program Files\Common Files\Research in Motion\AppLoader
2) Click the link to the .jad file from your Storm's browser. Don't download it to your PC.
