    Lets say I unlock the Storm and I confirmed it's unlocked by putting in overseas SIM card. Now if I upgrade my SW from 75 to the next official VZW one, do I need to unlock the phone again so overseas SIM card can be used with Storm?

    No. Once unlocked, it's unlocked forever regardless of what firmware you run.
