Telus package is actually .109, not .106, and that gives OS .76.
All that said, if it's currently in testing, that doesn't mean that this will be the release - it'll only release if it passes testing, otherwise they send feedback to BB for the next version.
Now, if it does indeed pass testing, I honestly wouldn't be surprised to see it out in early to mid-March (that's ~3-4 weeks). If it doesn't pass testing, it could be a bit longer.
I have a friend who's cousin works at the subway right across the street from a Best Buy, and one of the employees there is the uncle of a girl that works for VZW. And she says that the manager told her that there is nothing like this for them. So why for Telus???

As promised, I confirmed v4.7.0.106 (Platform 4.0.0.133) is real and does exists for the 9530. I DO NOT have a copy of the OS. Here are the first few lines in the options about menu. I will reach out to Kevin and provide him all the details so we can find a way to get the OS

If they are sending out betas in emails then an official from telus is not far off. I would say a week. But that's just a guess. Cause if telus approves this and they actually send it out to be confirmed by employees then wouldn't that make sense that it will soon be official?

I want new functionality. .103 is bad a$$ for me! Maybe a new RIM provided quicklaunch or something? Or some sweet apps. Official plasmic and official themes. I'm kinda over new OS unless it does something.

If Jack had a Storm he would have thrown it against the wall by now or we would have watched it lock up on his, crash while tracking some, etc on every episode. I've had my Storm since Nov and Verizon and RIM really need to get their crap together and FIX IT with a working OS. My coworker HATES his Storm after I encouraged him to get it and now another is getting it. He too will probably get really annoyed with it. Make a GOOD OS already!
