I have a problem with my local carrier. It's 3G, but they only have the 4.6 OS. As a result, my Storm only works as a telephone, but no BB message.
My question is, can i downgrade my storm's OS to a 4.6 version, to make it work, until they upgrade their OS and then upgrade my device.
I hope I made myself clear. Then, if i receive positive answers, where can i download the 4.6 version?

The phone's OS has nothing to do with it, and consequently, no you can't load anything but 4.7 on the Storm.
If you're trying to use the Storm on a carrier that doesn't officially support the Storm, then you're going to have some issues. I've never heard of Porta, so all I can say is that you'll have to speak with them about it, but if they don't support the Storm you're probably not going to get very far.
That is the saddest thing I've ever heard. Well with the exception of family deaths and what happened to Matthew Shepherd. That's like a Porsche with a top speed of 35mph. I hope that you don't think I'm making fun of you cause I'm not. That's just really sad.
my carrier only supports 4.6 as well, and does not support the storm. However my unlocked storm worked fine with data as soon as I entered the sim and the same goes for when I got the Bold.

not from your storm. Did you have a BB before the storm? Im guessing you have never been to your account page wiht a PC? on your PC go to porta.blackberry.com, sign in then do what I mentioned in my previous post.
4.6 is the operating system for thw blackberry bold and not the storm. The operating system has nothing to do with whether or not the phone will work on the network
