I'm trying to get this Storm simulator to work so I can see how the browser does, but whenever I try to go into the MDS simulator, a DOS window opens and immediately closes, so I still can't get the browser to load a page.

something must not have installed right for the MDS package. when it is working properly, it runs in that dos box.
