    Do you mean it is not MAKING the clicking noise or it is not functioning?
    I believe some Storms make a pretty loud clicking noise, but there are some, like mine, that are very quiet.

    If you can, return it and get a new one. If not, try using a small piece of paper behind the battery.

    Some people adjusted the torx screws in the back, but that did not work for mine.
