The only "True" power off for a Blackberry is when it looses power.

You can power it down by holding the end key, it puts it in a type of sleep mode. To fully shut off, you have to pull the battery out. I find it weird, coming from WinMo.

"Full Power Off" will ignore the Auto On function and the phone will stay "off".

If you do not use Auto On/Off you will not have the option for "Full Power Off".

As has been said, to "truly" turn a bb "Off" you must yank the battery.
