Nothing built into the Storm OS.
I haven't tried either, but I think two apps that will do it are Stop Tilt and Tilt Lock.
Switch to using it in landscape and you will never go back...
LockTilt is also one of the many features included in QuickLaunch. I have only ever paid for 3 apps, and I still feel that QL is an absolute must have.
