Resend your service books. It might be installed but just not showing up. Go to options> advanced options> host routing tables> BB key> Register Now. Also, open up the email settings app on the storm. On the screen with your email accounts, press the bb key and click service books. Finally click send service books.

I would first check to see that it is installed. You can do this by: Options> Advanced Options> Applications. Now look for BlackBerry Application Center. If you see it listed, then it may be hidden. If you don't see it, you can install it with the app loader. To check if it is hidden, from the full home screen press the BB key and click Show All. Now look in every folder to see if you can find it. If you still can't find it, delete it from the applications screen and then reinstall with app loader.

Had the same issue wien installing the .103 OS Beta. The application Center was installed but wouldn't show. Sending service books did the trick.
