I am going to place an order in tonight for a Storm 2 9550, that was purchased at Verizon, the guy who bought it activated it for less then a minute he said, then deactivated it.

I hope I will be using this on AT&T, my question is can I use it on AT&T because it was deactivated? Also can I re-activate it and unlock it to use it on AT&T?
What exactly does Deactivating do?

You should be able to use it. Look at other threads about unlocking and using on AT&T.

As long as it wasn't reported stolen and has a clean ESN you should be able to use it after unlocking it

Yes you can use it on AT&T without no issues at all, just need to get it unlocked.
